This section has been designed to provide information to schools on the functions and role of the NCSE and how the application for special educational resources process operates.

SENOs employed by the NCSE are deployed on a nationwide basis, with at least one SENO working in each county. SENOs process applications from schools for children with special educational needs, they engage with the Department of Education and Science, Health bodies, the Inspectorate, NEPS, NEWB etc. Each SENO carries a case load of primary, post primary and special schools. The SENO is the personal contact with the schools in his/her area.

The NCSE operates within the Department of Education and Science (DES) policy. The NCSE is authorised to sanction educational supports to schools without reference to the Department on the basis that the Department's allocation criteria are strictly observed. The NCSE does not have discretion to alter the criteria.

Special Educational Needs Organisers are principally involved in resourcing schools to meet the needs of children with special educational needs. Identification of needs involves taking into account professional reports and recommendations together with the departmental policy on resource levels.

Every year the NCSE issues guidelines for schools outlining the process for applying for resources. Schools should refer to these guidelines prior to completing applications for additional teaching hours, Special Needs Assistant support, assistive technology and transport.

Schools apply to the SENO for resources for children with special educational needs. A principal will make an application following a professional assessment of a child. The assessment should indicate the educational requirements of the child. The SENO then notifies the school of the relevant decision which is made in accordance with the Minister for Education and Science's policy and resource parameters.

The SENO is also a source of information to the school, is available to meet with the Principal individually and the Resource Teacher, will organise meetings for groups of principals etc. The SENO will also provide assistance in the transition of pupils from one school to another.
